EXECUTIVE SUMMARY
THE coming fiscal year looks like another tough one for California's higher education system. Tightening budgets will have a direct impact on post-secondary education in Los Angeles County, where 22 of the 25 largest colleges and universities are operated by the state. Under Gov. Arnold Schwarzenegger's May revised budget proposal, student fees would be raised at all three public systems--University of California, California State University and the California Community Colleges.
